EUTAC TAST Training

Four necessary trainings have been defined:

  • basic training,
  • refresher training,
  • external training,
  • safety and security training.

The basic training, will train living under field conditions. It shall give basic knowledge on international civil protection interventions and international humanitarian assistance, including GPS and radio training as well as instructions on the installation and handling of equipment and about Standard Operating Procedures.

The refresher training aims to update knowledge on technical equipment, Standard Operating Procedures and TAST/EU mechanisms and should be held once a year.

The external training is to be understood as the Community Mechanism Induction Course and other EU Community Mechanism courses or UN Courses, as well as First Aid basic Training.

The safety and security course trains participants on relevant behavioral aspects in special situations like harassment, hostage, fire or attacks but also on mine awareness, weapon effects, explosives, Unexploded Ordnance (UXO), self protection, fire extinguisher, etc. This training is compulsory for all before going on mission.

A field exercise (2.5 days) with an expert team and TAST staff will be conducted.

TAST Training Course (TTC)

A special training session on the general content of the two EU training courses CMI and OPM will be developed; especially as the knowledge about the Community Mechanism is essential for all TAST members, as well as basics on media procedures (press pack).

Main topics of the TTC:

  • Community Mechanism, its role and operations procedures in civil protection interventions in‐ and outside Europe
  • International Humanitarian Aid and International Humanitarian partners,
  • Information management,
  • OSOCC ‐ related issues (Set up of an OSOCC, RDC, Sub‐OSOCC according to the relevant OSOCC‐Guidelines
  • Set up of tents for accommodation, cooking, Water and Sanitation issues etc.
  • Staff procedures,
  • Handling of the earlier determined equipment – like VHF radios, IT‐ gear, user and admin software, server with WLAN, special backup systems, assessment equipment (satellite communication, radio, GPS, GPS camera..), data/voice and sat communications and electrical equipment (power generators, adapter...) etc.
  • Four wheels driving and simple repairs
  • Basics of media communication
  • Safety and Security
  • First Aid
  • Cultural Awareness, Ethics and Code of Conduct
  • Practical training under field conditions of all above mentioned topics.

Additional Internal Trainings

One of the most important lessons learned of the TTC was that EUTAC team members need to receive further in-depth training on equipment and TAST procedures. After reporting to the EC, internal trainings within JUH and CCD were planned and conducted:

  • Nov 2009, Dec 2009, Jan 2010, Mar 2010 (JUH)
  • Sep 2009, Feb 2010 (CCD); further trainings planned in April and May 2010

Due to a tight budget line, these trainings were conducted within each organization without participation of the German/Cypriot team members – nonetheless, training details and contents were discussed, prepared and evaluated together on bilateral basis (email and telephone conferences).

EUTAC Field Exercise

The exercise will be conducted from 27-31 May 2010; the location will be, as was planned initially, Austria. The exercise will be supported by the Government of Styria. A number of observers will be invited via the Exchange of Experts program and asked to actively contribute to the exercise.
