EUTAC TAST

The EUTAC Team has to meet the following challenges:

  • The TAST is self‐sufficient for approximately 5 days (EU‐Minimum: 96 hours).
  • For safety and security reasons the minimum necessary number of team members for deployment is a 2 person team.
  • The TAST can be deployed within 12 hours.
  • On a modular basis, it is composed of different components, suitable for different types of missions according to the incoming request.

General Legal Remarks

In Council Decision of 8 November 2007 establishing a Community Civil Protection Mechanism (recast) 2007/779/EC, Euratom; OJEC L 314/9 the decision was made to develop modules and technical assistance support teams (TAST).

According to 2008/73/EC, Euratom: Commission Decision of 20 December 2007 amending Decision 2004/277/EC, Euratom as regards rules for the implementation of Council Decision 2007/779/EC, Euratom establishing a Community civil protection mechanism (notified under document number C(2007) 6464), OJEC L 020/23, the minimum standards and responsibilities of TAST were defined.

Following the call for proposals Preparatory action on an EU rapid response capability (2008/C 135/03), the development of additional modules and TAST was requested. The main objective for TAST was to enhance the European rapid response capability for civil protection assistance inside and outside the EU through developing, setting up and implementing a TAST.
